Actually Eye Guy/Yoshi might not have been able to enter DPL. Perhaps DPL is only for REAL Shy Guys...

After all, URODAD Guy didn't get in on account of being a robot (not a real Shy Guy).

But weren't the Shy Guy Look-a-likes not real Shy Guys either? I think there's two instances where they're called not real Shy Guys; one by the guy who tells Shi Guy about them, and one by Astronaut Guy who calls them "Internet People".

BTW, who WAS Yoshi/Eye Guy? Could we get an explanation on him, please?

The three look-a-likes were real shy guys. They were just "from a different land". Remember, Astronaut Guy's speciality is traveling to completely different worlds (for example, the Mushroom Kingdom) and exploring. These particular shy guys were shy guys from another world (the internet).

Yoshi was exactly that. Yoshi wearing a shy guy's cloak and mask. (Of course, he was the only look-a-like that was actually...a look alike.) His eyes are actually the eyes from Yoshi's Yoshi's Island sprite. There was more depth on this, and Universe Guy was originally the "grand leader" of the Look-a-likes, with Astronaut Guy as the link between them. Then I realized there was more to Universe Guy.
Yoshi was simply lower scale and discarded.

Oh well, the Shy Guy Tale draw-rings style still makes that panel more dynamic. Good thing this isn't a hand-drawn comic. I sprite way better than I draw (though I am fond of my pen drawing style) and drawing each frome would take way too long.

Information for misunderstanding:
This episode takes place in four/five different places.
The first is the field where the evil exited from. Halo Guy dropped Shi Guy off at the town and returned to fight the demons.
The second is our lovable gray Stone Town, where Arty Guy is reporting after returing from...
The field where Dude Guy & Co. are pondering their situation. Arty Guy came to Dude Guy to ask if Dude Guy would lend his ability and Swordbrush in battle. Dude Guy declines.
The last frame takes place in almost two places at once. One is Dead People Land, where the citizens are hearing voices that are from demons just outside in a place in the world that overlaps Dead People Land. Those beings are planning on breaking into Dead People Land for slaughter and excitement. This is a Dead People Land predicament indeed.
